No, this is not a typo, this is how the @emph markup is expressed in
Info files (which are almost plain ASCII files, and therefore cannot
use a slant font).  Note that a matching `_' appears at the end of the
sentence.

The Texinfo source is:

  @emph{If @code{mode} is used to set a major mode, it should be the
  first ``variable'' in the list.}
