Sorry I got that wrong, the mode-line doesn't change if I change theme, but it
does pick up the background value of #ede9e3 from some gnome/gtk related
setting along with the toolbar (the initial window manager seems to use this
setting for the panel and frames without focus).  The scroll-bar, however, does
has a value of grey75 (although I'm not sure where this comes frome).

Previously it didn't matter that the colour of the mode-line was tied to X
resources, but my point is that now there is mode-line-inactive face, it's
important that Emacs doesn't do this.  I find it hard to see which window is
selected by looking at the mode-line.
