    I don't see why this should be true in general.  Consider the case
    where you are *not* using emacsclient: while in the middle of an
    isearch, do C-x C-f: that breaks out of isearch and displays the new
    file.

I don't think that an action from outside Emacs is comparable to one
done by typing Emacs commands.
