I hope Emacs will never go that way.

And the tool-bar configuration should be frozen anyway, so close to a
release.  I hope no one will sanction starting a discussion about
changing it now.

I do find it confusing.

Right you are.  Please post this to emacs-devel (and I'd suggest to
wait after the release, but this is a free world).
