Mime decoding in rmail

Someone sends me a mime encoded gif file as an email.  I start emacs -Q
then esc-x rmail.

The mail I see is a decoded gif file, not the mime encoded file. And it is
displayed as binary, not as an image. If I save the mail to a gif file and try 
to display it with any other package, it will not display.

emacs 21.4 just left this mime mail as mime and I could write it out
and decode it with uudeview.

If I replace 22.0.96 rmail.el with the rmail.el from 21.4, it just leaves it
as mime in RMAIL.

So I compared 21.4 rmail.el and 22.0.96 rmail.el and there are 131 differences.
I cannot tell which change makes it try to decode the mail or what program
it is using to decode it.
