emacs seems to be non-idle

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

This is not related to the current session, but I have found this in
this environment:

Quite often when I use alt-tab on ms windows to make emacs the program
that listens to the keybord input instead of another program, I find
that the mouse pointer indicates that the program is occupied, i.e. is
a hour-glass. If I move the mouse even the slightest, the mouse
pointer goes back into indicating that emacs is idle

I might have seen this when i used isearch, but I am not sure of that.
