Why does a globalized mode check all buffers?

I had some trouble with Emacs hanging and a globalized minor mode so I checked `define-globalized-minor-mode'. It looks a bit strange to me. Why should a globalized mode check every buffer after a change in major mode in one buffer, for example?

Or am I misreading the macro?
