We don't need to add help to all questions at once.  We could progress
adding them one by one only for non-trivial cases (like questions asked
by options that set some limits) after a good user interface for getting
help for y-or-n-p and yes-or-no-p is implemented.

Please tell what things are more important.  Since the feature freeze
seems to be over, I could contribute to the development of new features,
but I see no clear plan and priorities for further Emacs development.
