Emacs 21.1 has been released, so please use that rather than a pretest
version.
Also, I see you are using semantic. Make sure you are using the latest
version from cedet.sourceforge.net, as there is a bug in previous
versions which cause Emacs to use 100% CPU while it is idle. One of the
symptoms was being unable to paste from Emacs while Emacs was in background.
