When I do (setq muse-publish-comments-p t), comments don't always publish correctly. A simple test case is a muse file consisting entirely of a comment, such as

   <comment>
   This is a comment
   </comment>

or

   ; This is a comment

Here are the symptoms, which are different depending on which version of muse I use and whether I publish to latex or html. For latex publishing, the comment-begin string gets inserted but not the comment-end string. This happens in both the main branch and the 3.02 branch. For html publishing, the problem occurs only in the 3.02 branch. The result is that a list consisting of the single item "->" gets inserted after the phrase "This is a comment", presumably related to the fact that the comment end string is " -->", which starts with a space and a hyphen.
