Hi!
I would like to suggest to either log time in UTC or
include the timezone offset in timesstamps as sepcified by ISO8601 as
well.
Time-travelling users should be able to see the benefit right away.
It would also make it possible to merge timelogs for projects
covering multiple timezones.
To support this easily I'd like to suggest for timeclock.el to use
ISO8601 timestamps, at least internally in the log file.

A notation for periods is also part of ISO8601.
Presentation of time to users of timeclock could be factored out an
provided in multipple localized forms.
Just some food for thought, since I can't spend more than that on it
right now.
