Details:
As GPU-P3M shares some data structures and the initialization routine with
P3M, it cannot be build without the CPU-P3M. However, the latter is disabled
if fftw is not found.
In fact, the problem is even more, that currently switching on the GPU-P3M
will also allocate the fft-structures for the CPU-P3M, which are part of the
currently shared data structure. Therefore, the data structures need to be
more clearly separated.
