To tell configure how to find Tcl, you can pass it the include and lib
paths via the configure variables CPPFLAGS and LDFLAGS, like

configure CPPFLAGS="-I /usr/local/include/" LDFLAGS="-L /usr/local/lib/"

This behaviour is documented via

        configure --help
