Yes it is legal. In non-Indic text you are allowed to freely put as many
ZWJs and ZWNJs wherever you please. In Indic texts you are currently
only supposed to put them after hasantas.

Note that the sequence xx-zwj-zwnj is would only be required in the
exceptionally rare case that you need to explicitly encode a visible
hasanta after a ta, but before an i/e/o/oukar.
