This is an interesting observation. With the redesign of the Indic
shaping engine we will be able to change behaviors. The MA, NA and LA
don't seem to always take the below form and therefore any change would
require contextual substitution. Unfortunately, this did not work with
the existing design of the Indic shaping engine in Uniscribe.
Once we have completed our shaping engine redesign we will be updating
our specifications for OpenType fonts. To be realistic this will take
some months to complete.

OpenType list address: address@hidden
As per opentype spec for Bengali by Microsoft, only RA BA has below-base
form. But traditionally other consonants like NA MA LA also have such
