In Windows 95 I've been seeing about the same symptoms as you have in XP.
Free Sans and Free Sans Bold almost never work, Free Serif is often a
problem too. The oblique/italic versions of both those fonts seem OK plus
all 4 variants of Free Mono.
I've spent some time comparing various information in the fonts, but have
not yet found anything which should cause this kind of problem.
