It looks like it is a problem with our fonts, although I don't understand
it yet. A month ago or so I've got a similar bug report from Zdenko
Podobny, who compared the Free family with Nimbus and noticed significant
discrepancies in line spacing for Free Serif, Free Serif Bold, Free Serif
Italic, Free Serif Bold Italic, Free Sans and Free Mono.

A smaller or negligible discrepancy was found for Free Sans Oblique, Free
Sans Bold, Free Sans Bold Oblique. Do your observation coincide with
these?

I agree it is an annoying bug and has to be eliminated in order to make
the fonts useful.
