Log message:
Now that the win32 sound bug was found/fixed (thanks walter),
I readded some sleep()'s so we don't grind on the CPU. I also
fixed a bug in OnControl() which closes bugs 364, 392, and possibly some others.
It does *not* close 393, 326, 334, or 266; these are still hapepning
even with this fix.
