You'd have to fix applications to transcode from Unicode to these legacy
encodings; the tables in both of these cases are huge.
Juliusz Chroboczek has written a utility to convert bdf/pcf fonts to
"TrueType" fonts with embedded bitmaps, I believe that utility also
transcodes the fonts to include a Unicode mapping. I'm not sure he's
quite done with this tool, but it seems like a better direction to take
than cluttering FreeType with enormous tables to handle these older bitmap
fonts.
