[Devel] make win32 config.mk

Hi,

I think i checked everything to get my config.mk generated with the
first time the top Makefile is invoked. But it failed....
My target plateform is W2K with the correct GNU make. 

I use the I try this on the freetype-2.1.5.
I read the Ftdoc214. Maybe, i should have read something else?
I try to debug the cascading makefiles but with no success.

I'm a bit suprised considering no one face the problem before.
