It is mentioned in passing in Apple's 'gvar' table.
http://developer.apple.com/fonts/TTRefMan/RM06/Chap6gvar.html,
So that a glyph can vary in its dimensions ... for each point in
the glyph plus entries for four "phantom points," which represent
the glyph's side-bearings.
(I did a google search for "phantom points truetype" and turned up:)
On the OpenType side see:
http://www.microsoft.com/typography/otspec/instgly.doc
(or if you are like me and can't read doc files see:
http://216.239.57.104/search?q=cache:tET9CfiJubsJ:www.microsoft.com/typography/otspec/instgly.doc+phantom+points+truetype&hl=en&ie=UTF-8
).
It has been mentioned in passing on this list, and on the opentype list:

Windows 98
Update for vertical phantom points...
^^^^^^^^
I'll be happy to look into doing this, I was a little afraid that it
might involve changing the public interface (if suddenly there were a
different number of points), so I wanted to make sure that people hadn't
already decided against it...
(I'm trying to deal with the 'gvar' table in FontForge (which sort of
requires these to exist to all variation in vertical metrics) and will
be a bit slow at actually doing anything for freetype, but I will get to
it eventually)
