If so, the font you tried has no embedded bitmap strikes.
You have to rasterize the outline glyph description to
the size you want - in the other words, any "reasonable"
sizes are available.

If you cannot believe, please run ftdump (included in
ft2demos) for several font files. For the font including
embedded bitmap, ftdump counts them and reports them.
For the font without embedded bitmap, no bitmap strikes
are reported. Maybe ftdump will report no bitmap strokes
for your Arial.
