[ft-devel] CMake patches from Microsoft's vcpkg project

Hi list,
so while working on packaging up FreeType binaries to bundle with
freetype-py on the three major platforms, I'm dabbling with CMake to
escape MSYS2/MingW/autotools native cross compiling hell.

Turns out that Microsoft has some CMake patches lying around for
FreeType: https://github.com/Microsoft/vcpkg/tree/master/ports/freetype.
I think 0001 is of particular interest (not sure what to make of 0002
and 0003), so you don't have to use MingW to build DLLs.

Can we include it/them?
