What would be the process of attempting to add animation to fonts?

2 Basic Animation category:
Boolean cutout and simple tween this takes two static frames and results in a 
letter with siloette cutout of another glyph. Ex word cat and 🐈 image bounces 
left to right or on programmed tween
Sine Flame 🔥 bends selected vertices on set programmed variables like strength 
speed

Frame animation harder to implement but allows cooler text i not sure how this 
would update

Help with my project I need to patch ascii or create a transliteration script 
to alter 80 ascii characters for a meal data type its big endian byte order 
like 1,1,1,1,5,10,20,40 values i need to replace 0000 hex 16 ascii code and 
1000 hex 1100hex 111hex 1111hex in a font for this binary scoring system

other miscellaneous stuff regarding morsel data type hex represented in 4hz 
needs primary and secondary clock and pi rationalization
