CP936 => GBK; CP950 => Big5

Note that I personally find the Big5-Unicode map in
http://www.unicode.org/Public/MAPPINGS/EASTASIA/ somewhat outdated and
incomplete.  Even though I am no fan of Microsoft, I would say the
CP950 mapping file provided by Microsoft much better reflects the de
facto Big5 standard.
