Actually I thought that might be a possibility - and I did try that (briefly, 
not in as much depth as previous trials) - and I still ended up with the 
filename in the family name of the font cache.

Can I ask with how much authority you speak of this - either there is a 
problem with debian installing a gz font in this way - or there is a problem 
with fontconfig assuming that a gz font can be interpreted by libfreetype or 
...

Thats the essence of my problem - something along this whole chain isn't 
right, but I am not sure where I should file a bug.
