At least for TrueType and Type 1 fonts, it only refers to visual
order.
OpenType features in GSUB and GPOS tables are always processed in
logical order.
OK, but this is irrelevant to the developer who wants to use the kerning
values returned
by FT_Get_Kerning, which are always in visual order, from my own
experience with
various Arabic fonts.
