Actually, it is IMHO.  You don't say how you have retrieved the
results from Windows, and you don't provide the differing results.
Without that information it's difficult to help.

Of course you should.  There's nothing which prevents that.  In case
there are real discrepancies which can't be explained you've found a
bug in FreeType.

BTW, a point size of 7.992 for a DPI of 600 gives a pixel size of
66.6.  I'm not sure whether the standard Windows API supports
fractional pixel sizes in the same way as FreeType.

Additionally, I suggest that you look up the FreeType mailing list
archives; IIRC, this question has been asked a few times already.
