There seems to be a bug in the windows rasterizer that it will ignore
bitmap metrics (and use scaled outline metrics even if displaying
bitmaps) if but 0x10 of the 'head'.flags field is unset.

Since metrics data are present in the bitmap strikes, presumably those
data should be used when displaying bitmaps, but windows does not always
do this.
