Normally, both files are included.

The inclusion of ftsynth.c is controlled in modules.cfg; ftoutln.c is
included in ftbase.c and thus compiled by default:

  > grep ftoutln `find -name '*.mk'`
  ./src/base/rules.mk:            $(BASE_DIR)/ftoutln.c  \
