Yes.

Uh, oh, I haven't looked at the VFlib source code since many years.  I
suggest that you directly contact Hirotsugu, CCing this list.

IIRC, the main task of VFlib is to handle TeX's virtual files (VF).
There are extensions to cover virtual CJK fonts also.  Today, however,
there are other mechanisms (pTeX, XeTeX) that do the same, more or
less, for outline formats – the era of bitmap fonts is mostly over.

No idea.  Just to avoid misunderstandings: I'm not interested in
linking with VFlib but rather integrating the .gf and .pk stuff (and
probably portions of the .vf support also via attachments similar to
FreeType's .afm support) into FreeType as new modules.
