(the referenced QinetiQ report is in the eGif section of the govTalk
library).

Unfortunately, their description of 'open source' is free software,
basically. I quote:

        "Although the Supporters of Open Source sofware often stress that it is
free only in the sense of 'free speech', it is important to note ... the
license shall not require a ... fee for such a sale"

They apparently think that the FSF split from the Open Source movement
too, and repeatedly use the term 'infect' when talking of the GPL.
