FSF/GNU maintain a list of what they consider "Free System Distributions":

And from what I understand, Trisquel is the "main/only game in town" for
an apt/dpkg/.deb-based "Free System Distribution". Work is being on
gNewSense but it is far behind. Even Trisquel is struggling, from what
I hear, feel free to update me. With the latest Trisquel (7.0) is based
on Ubuntu 14.04:

Although work is being done on Trisquel 8 (which Wikipedia says will use
MATE) and looks to have been planned for 2016:

Personally, I would recommend Debian 'main'. I consider this to be a
fully free software distribution and use it. Debian is not on the above
list.
Interestingly, the "Free System Distributions" include non-free
documentation such as the Emacs and GCC manuals, which Debian omits
because they are non-free.
