[Ftpsync] Starting work on FTPS support

Hi there!

Last October FTPSync tried to become an official GNU project.

RMS was basically ok with that, but raised two conditions:

1. Support for FTPS (FTP with SSL).

2. Documentation about the insecurity of plain FTP, along with points to
alternatives more secure, like FTPS, SFTP (FTP over SSH), rsync over ssh.

Initially I wanted to try to meet these reasonable wishes during my
vacation back in October, but it turned I'm not 20 any more ;-))

Sorry not to report back so long!

I should have reasonable time during the upcoming days and weeks, so
I'll start tonight.
