[Gchempaint-main] GChemPaint-0.8.3 released

Hi,

This is a maintainance release. Fixed issues are:

* install themes in the right directory [#20615].
* chain drawing tool can start chains again [#20664].
* don't load themes backups [#20705].
* fix changing the element using the keyboard [#20706].
* fixed various issues (see ChangeLog for details).
