[Gchemutils-main] 0.12.3 and 0.13.0 released

Hi,

Juts released a stable and a development releases.

0.12.3 fixes two bugs in GChemPaint:
* Fixed GChemPaint crash when changing the text font. [#30495]
* Export formal charges to OpenBabel. [#30547]

0.13.0 is the first development release in the 0.14 branch. It is quite
unstable and should be used only for testing, but not in production.
Main news are:

GChemPaint:
* New "lasso" tool to allow partial selections.
* New "brackets" tool (doesn't work yet).
Other:
* libgcr: new library for GCrystal.
* Fixed all bugs discovered in the 0.12 banch.

All code related to crystal structures in libgcu was moved to the new
libgcr which will also contain code related to crystal structure edition
currently in programs/crystal. This is needed to support crystal
structures in the goffice component plugin.

The implementation of partial selections in GChemPaint needed large
changes in the framework and might be the source of various
instabilities.

Projects for the 0.14 branch are listed in the TODO file.
