Summary: Category addition/removal under "Project Openings" is incomplete

Initial Comment:
Under the "Project Openings" page, if you wish to add a 
category, this appears not possible.

I found a remnant of a page under http://gforge.
org/people/admin/index.php - for example - but the code 
of this page is messy, and can only ad categories. 
Deleting categories is warned as "impossible".

Note the above URL is also not listed under the admin 
page.
