It seems to me your time is best spent writing up only finished packages
(save unfinished GNU programs), but we'd also accept entries written by
others on unfinished packages in a subdirectory.
I suggest calling the subdirectory "Unfinished".

I think that GNU programs that are unfinished should also go in
"Unfinished".
