But why is the interface so uncommon? hotkeys should be assigned by pressing
them while having a list of things that might get a hotkey.
second: i will go name those keys
"Repair selected building" to "Start/Stop Repair" as they do both.

To be honest, its just the easiest way I could have done it. There are
generally two ways interfaces are presented for customizing hotkeys,
I've seen them both:
Choose a key, then choose an action
Choose an action, then choose a key for it
I'll improve it soon. Thanks for your suggestion.
