Log message:
        NSPR's prcpucfg.h is platform-specific.  Added Win32 version
        to CVS as prcpucfg-win32.h, renamed old prcpucfg.h to
        prcpucfg-glibc.h, and replaced prcpucfg.h with a stub that
        tries to include the correct one.
