SUBDIRS is the directories "make" should recurse into
DIST_SUBDIRS is the directories "make dist" should recurse into

If DIST_SUBDIRS is present, it is expected that it contains
a superset of SUBDIRS, because SUBDIRS wants to only build what's
been selected by ./configure while DIST_SUBDIRS wants to distribute
everything.
