Technically, it could be possible to have the 
if ENABLE_MING
moved in testsuite/misc-ming.all/Makefile.am such that EXTRA_DIST is
not within the section, but I really think that doing the choice at the 
directory level in testsuite/Makefile.am is better for maintainance and 
less error-prone.
