 I've had the same problem listed in the PR, and it isn't gnatsweb or apache. 
It's Perl.
 
 I updated the CGI.pm from the Red Hat PowerTools CPAN mirror. Then all was 
well for
 me.
 
 This was on a RedHat GNU/Linux system running 6.2 with all errata updates 
installed.
