'at-pr' still uses a hardcoded mail format rather than a configurable 
'mail-format' in dbconfig like almost all other mails send by GNATS now and 
should be redesigned/replaced therefore.  This has probably just been 
overlooked or delayed in the great 4.0 rewrite effort which replaced the other 
hardcoded mail formats already.  Eventually I'll try to supply a patch, but 
this isn't exactly urgent here either at the moment.
