Synopsis: Problems with access levels

Turned out to be a problem where the wildcard entries were 
appearing before the more specific entries in the access 
config files. Reordering then entries firxed the problem. I 
am setting this to "analyzed" and reclassing it as a doc-
bug, because I need to see if the docs should be made 
clearer about the order of entries in these files.
