Recently, I changed the email addresses of
everyone listed in our GNATS `responsible' file.
After that change, when running `queue-pr --run',
the gnats.lock file is not removed, preventing 
all edits to PRs.  Restoring the old `responsible'
file fixes the problem.

As far as I can tell, all the email addresses in the 
revised file are valid.  Even so, why would an 
invalid email cause this problem?
