Attachment functionality is provided only by Gnatsweb. Some 
of the mechanisms needed for more general attachment 
handling are present in GNATS 4, but a lot is still 
missing. You might be able to work around this by 
preprocessing mailed-in GNATS reports (i.e. by some kind of 
mail filter) in order to strip off and store attachments.
