This is probably the same as GRUB_CMDLINE_LINUX in /etc/default/grub. 
The comment just above that suggests that it's not relevant anymore.

Likely corresponds to GRUB_CMDLINE_LINUX_DEFAULT. It's advisable to put 
"quiet machtype=8.9" in here until we have kernels that don't need the 
machtype parameter anymore.
