What does "it happen" mean?
If you want to know if firestarter started, you should use ps.
`ps aux |grep firestarter`

What does "fall down" mean?

check /var/log/syslog
check ps (as noted above)
check the documentation about how it should work.

You do know you're meant to use firestarter to create some firewall
rules before it'll load them ...?
