Yes, I think it's safe to have emacs23 and emacs24 flavours installed and use
both on one parkes system. The only package I know of that needs small
modification is auctex, since version available in parkes knows nothing about
emacs24. But fixing this issue is really easy (i don't remember exacly now, but
it was few lines in one or two files to change).
